Though there is an observation deck with paying extra fee for Tower Bridge, it close earlier. Therefore, it is possible to enjoy night view for this deck only from November to February when sunset is earlier.

On the other hand, there is an option for other seasons. Walking trail is available which is parallel to an express way open for 24 hours. This walking path allowed to see lights for the Shard and London city hall. This picture was taken from here in May.
